Establishment of a continuing education centre in Saarland
The aim of the centre was to pool and develop academic continuing education in the federal state. By establishing the centre, Saarland’s two higher education institutions (HEIs) seek to better position their academic continuing education programmes on the regional, transregional and international market. In addition to promoting strategic collaboration, the centre should also foster close organisational and administrative cooperation activities.
During the official signing of the agreement in the State Chancellery, Minister-President Annegret Kramp-Karrenbauer congratulated the two HEIs on their cooperation. Since then, the university centre has operated under the name Continuing Education Center Saar. By the time the second phase of the project had been concluded, all of the set project objectives had been met. In addition to the signing of a cooperation agreement, a project outline and procedural rules were also drawn up.
During the project, support was given to the university staff involved in the process, helping them to take the relevant process steps and to flesh out their collaboration. “We are delighted that our recommendations on legal and contextual matters, workshops and strategy meetings helped enable the partners to define and adopt common objectives,” explained Julia Klingemann, Project Leader at CHE Consult. “The close collaboration between the State Chancellery – the client – and the higher education institutions meant that it was possible to clarify the strategic issues that arose from the goal definitions.”
CHE Consult was also involved in drawing up a marketing strategy and marketing principles, laying the foundation for the successful marketing of the programmes, also in a digital setting. Finally, CHE Consult tackled issued relating to the tax implications of the programmes offered by the continuing education centre. The issues to be clarified were successfully defined and possible solutions recommended accordingly.
“We thank CHE Consult for their excellent work,” declared Dr. Annette Groh, Head of the Science, Universities, Technology Department of the Saarland State Chancellery. “In particular, the creation of a distinct range of tasks for the university centre is an important foundation for the continued successful work of CEC_Saar.”
The two HEIs would like the continuing education centre to take on the task of providing advice, supervision and support to individuals interested in continuing education, students and lecturers on all matters concerning continuing education. Lecturers in the process of developing content for continuing education programmes can seek consultation from the centre. The range of services offered by the Continuing Education Center Saar also includes quality management, didactical and methodological consultancy, and market analysis.
